New York Legislature Passes First-in-the-Nation Data Center Moratorium, Awaiting Governor's Signature
The New York Legislature approved the Responsible Data Center Development Act (A11560/S10642) on June 4, 2026, imposing a one-year moratorium on permits for large data centers with peak demand of 20 megawatts or more. The bill also mandates environmental impact assessments and new labor, energy-efficiency, transparency, and ratepayer-protection standards. Governor Hochul had not yet signed or vetoed the measure as of publication.
