Dixon man's alleged threat to former state representative centered on data center development: Police chief

Harley R. Delander, 28, of Dixon, Illinois, was charged with three felonies including intimidation and two counts of stalking/cyberstalking for allegedly threatening Lee County Industrial Development Association executive director Tom Demmer, a former state representative. Police Chief Ryan Bivins said the charges stemmed from Delander's opposition to data center development, after he allegedly posted Demmer's home address online and called for protesters to gather there. Delander's attorney said the defense would evaluate First Amendment issues raised by the case.
